  The flooded Fu River in China's Jiangxi Province burst through a protective embankment on Monday, as heavy rains battered much of the region. Nearly 145000 residents are under threat and 40000 residents have been evacuated. Sixty thousand residents still remain trapped. Heavy rain across much of southern China over the last week has killed at least 175 people and left 107 missing, as rivers broke their banks and landslides severed road and rail links. The downpours have triggered flash floods, submerged crops, disrupted traffic and telecommunications, forcing the evacuation of more than 1.7 million people. Many of these displaced people live on low-lying land next to rivers that has been cleared by building dykes. When threatened by floods, they are often moved to higher ground nearby. The worst hit were the provinces and regions of Fujian, Jiangxi, Hunan, Guangdong, Sichuan, Guizhou and Guangxi. More downpours are expected in the region in the coming days.

Moscow has officially halted all adoptions to the US after little 7 year old Artyem Savilev was sent back to Russia on a plane alone with an expired passport with only a note saying he was no longer wanted by his US adoptive family. All adoptions have been officially suspended until an agreement is signed between the two countries to improve the regulation of such cases. This was the final straw in a string of cases of Russian children adopted in the US who were are now dead. Just a few cases include: - Masha Allen (Mariya Nikolaevna Yashenkova) adopted in 1998 at age of 5 from Russia into the US by a single male pedophile from Pittsburg PA, Matthew Mancuso. Masha was sexually abused for 5 years and the subject of child pornography. In 2006 she testified before the House Energy and Commerce Committy.
